VISION

To be leader in petroleum safety measures and major hazards installations

MISSION

To ensure no disruption due to accident related to petroleum product and major hazards installation activities.

DIVISION OBJECTIVE

To protect employees and others not being their employees, the public property and environment from industrial major hazards accident and dangers from installations, transportation, storage and handling of petroleum product, by maintaining a system of controls to prevent accidents through a legal system that is efficient and effective.

PETROLEUM SAFETY DIVISION FUNCTION

a)    Make assessment of:
  • Report on industrial activities and preparation of emergency plan
  • On site emergency plan
which is prepared and submitted by major hazards installation manufacturer to the department in compliance with the requirement of CIMAH Regulation. This is done by examining, reviewing, discussion with other officer as well as call for presentation regarding the document 

b)    To assess the ability of the organization in terms of knowledge, health and safety management practiced before SSI can be executed;

c)    To plan and implement a acts compliance audit enforcement and safety and health management systems of work performed including ISR-MS audit on each offshore petroleum utilities;

d)    To ensure that the transportation and handling system of petroleum by pipelines, land and water are safe and free from danger / safety disruption;

e)    To review, evaluate, examine and monitor the security of the premises of the storage and handling of petroleum; and

f)     To develop / review legislation / guidelines, ICOP and standards of petroleum industry and KPKT.

CIMAH SECTION

  1. To enforce regulations of Occupational Safety and Health (Control of Industrial Major Accident Hazards) Regulations 1996 or CIMAH;
  2. Receive and process the Notification of Industrial Activity form (JKKP-5 form) and identify major hazard and non major hazards installations in the country and provide an inventory of the installation.;
  3. Make assessment of:
    • Report on industrial activities and preparation of emergency plan
    • On site emergency plan
    which is prepared and submitted by major hazards installation manufacturer to the department in compliance with the requirement of CIMAH Regulation. This is done by examining, reviewing, discussion with other officer as well as call for presentation regarding the document
  4. To process which is interview and gazette qualified Competent Person;
  5. To assess the demonstration of safe operation report prepared and submitted by the non major hazard installation manufacturer in compliance with the requirements of CIMAH Regulations;
  6. Document checking and monitoring the delivery status of information to public (ITP) by major hazards installations;
  7. Inspection / audit on the Major Hazard Installation (MHI) / LPG Stockists;
  8. To conduct a thorough investigation of major hazard accidents.
  9. Prosecution;
  10. To plan and study new strategies to reduce the risk of major hazard accidents; and
  11. To conduct promotional and publicity activities to ensure the manufacturer receive the latest information on major hazards accident control.

SSI SECTION

  1. To ensure the Certificate Of Fitness extension application are in accordance with the legal provisions and Director General Circular ;
  2. To perform on site verification on Certificate of Fitness extension application and to make recommendation to Director General based on the Verification result ;
  3. To process application for the Special Scheme of Inspection in accordance with the provision of SSI Regulation ;
  4. To evaluate and approve the methodology used by organizations applying for the SSI implementation ;
  5. To assess the ability of the organization in term of knowledge, safety and health management practiced before SSI can be executed ;
  6. To do SSI inspection and audit before renewing the Certificate of Fitness based on certain period ;
  7. To carry out promotion and publicity activities related to SSI Regulations and Certificate of Fitness ; and
  8. To carry out ‘aging plant’ assessment / audit on plant that age more than 20 years old in order to ensure the plant integrity equipment are fit for service.

OFFSHORE SECTION

  1. To enforce the Petroleum (Safety Measures) Act 1984, Occupational Safety and Health Act 1994 and Factories and Machineries Act 1967 ;
  2. To perform Occupational Safety and Health Management System audit as well as Equipment Integrity Management System used (Offshore Self-Regulation Management System – OSR-MS) ;
  3. To ensure that the structure, equipment, tools and instrument used were designed in accordance with the recognized codes ;
  4. To inspect and test on hydrocarbon pipelines;
  5. To conduct audit on offshore petroleum pipeline integrity management;
  6. To carry out preventive, control of health and monitoring activities on workers at platform;
  7. To investigate complaint and accidents;
  8. To investigate for the purpose of prosecution on violations of law;
  9. To develop and revise regulations and guidelines on occupational safety and health ;
  10. To establish a national inventory of oil and gas platforms and the use of machinery in offshore activities ;
  11. To sit on Exclusive Economy Zone related committee with other authorities ; and
  12. To carry out promotion and publicity activities to customers, government agencies and private sector.

PETROLEUM TRANSPORTATION SECTION

  1. Pipelines:
    1. To observe implementation and coordinate enforcement of related acts and regulation ;
    2. To permit transportation of petroleum by road, rail, water and pipelines ;
    3. To authorize pipelines works ;
    4. To carry out on land petroleum pipeline integrity inspection ;
    5. To conduct audits on transportation of petroleum by road, rail, water and pipeline ;/li>
    6. To perform petroleum inspection on any vessel carrying petroleum coming into port ;
    7. To give permission for “loading, unloading & discharging” petroleum at port or other place authorizes by the Minister ;
    8. To give permission to petroleum transporting vessel coming into port ;
    9. To assess current issue regarding transportation of petroleum ;
    10. To review and evaluate the intelligent pigging report regularly ; and
    11. To examine Cathodic Protection (CP) of petroleum utilities on land.
  2. Bulk Storage :
    1. To ensure reticulation system (LPG and natural gas) are safe to operate ;
    2. To ensure bulk storage systems and pipelines are designed according to design codes that are recognized by the department through a thorough evaluation ;
    3. To conduct inspections of bulk storage systems and pipelines check before permit to operate are issued ; and
    4. To ensure bulk storage system and pipelines are safe through regular inspection.

STORAGE AND HANDLING SECTION

  1. To provide expert advice in support of processing the issuance license for petroleum storage permission to local authorities ;
  2. Determine type of test or verification method for petroleum equipment ;
  3. To produce test or verification certificate of petroleum equipment ;
  4. Rectification of existing petroleum equipment ;
  5. To inspect and monitor petroleum equipment ;
  6. To review and approve petroleum equipment, gadgets, materials, plant, fittings, buildings, structures and petroleum installations ;
  7. To conduct inspections on petroleum storage / handling premises ;
  8. To review and assess safety of design and operation of petroleum storage premises ;
  9. To establish and enforce standards of petroleum containers labeling ;
  10. To establish and enforce requirement of hazard communication ;
  11. To review the design of bulk storage tanks (atmospheric tank) ; and 
  12. Conduct OSH audit system of petroleum storage and handling according to international standards.

EQUIPMENT AND INSTALLATION SECTION

  1. To research on petroleum safety during storage and handling (equipment and installation) ;
  2. To develop guidelines on petroleum equipment and installations ;
  3. To develop national and international petroleum standards ;
  4. Provide professional and technical assistance to petroleum industry and KPKT ;
  5. Develop / revise petroleum safety related legislation ;
  6. To assess application of new DT and NDT technology ;
  7. To conduct petroleum safety promotion ;
  8. To develop standards safety utilization of petroleum equipment ;
  9. To develop approval procedure for petroleum equipment and installations ; and
  10. To process and approve petroleum equipment and installations.
