Online Public Engagement Of Guidelines For The Preparation Of A Chemical Register

A. Introduction
The Department of Occupational Safety and Health (DOSH) is currently in the public consultation process for the draft Guidelines For The Preparation Of A Chemical Register. Stakeholders are encouraged to provide feedback for the draft.

B. Background
This guideline is revised and amended to improve the existing guideline which is "GUIDELINES FOR THE PREPARATION OF A CHEMICAL REGISTER, 2000". There are significant changes in the existing guideline that need to be amended and need to be aligned with the Occupational Safety and Health (Classification, Labelling and Safety Data Sheet of Hazardous Chemicals) Regulations, 2013, (CLASS Regulations 2013) and the new provisions in the amendment of the Occupational Safety and Health (Use and Standard of Exposure of Chemicals Hazardous to Health) Regulations, 2000, (USECHH Regulations 2000). This revision also takes into account the classification of sectors and industries based on the latest standard which is the Malaysian Industry Classification Standard 2008 (MSIC 2008). This guideline also need to be improved for standardization and to become an industry reference in preparing a registration of chemicals hazardous to health in line with current requirements.

This guideline also involves changes in format in accordance with the CLASS Regulations 2013 and the new provisions in the amendment of the USECHH Regulations 2000. Form filling guidance and examples are also included in the revision of this guideline.

The scope of the amendment includes the following:
i. Provisions relating to the amendments of the USECHH Regulations 2000 and the CLASS Regulations 2013;
ii. The purpose of the chemical register;
iii. Application of the chemical register;
iv. Provision to submit chemical register;
v. Elements of the chemicals register along with forms and guidance notes; and
vi. Code of industrial sector based on MSIC 2008.

C. Respondent
Stakeholders involved such as authorities, competent person, industries, industry associations and academicians are to provide comments and feedback for the draft in the form attached in Appendix A.
