Major Hazard Division



i.To protect people at work, people at a place of work other than persons at work, public, property and the environment from major accident hazards to reduce the risk and impact through a legal system control of major accident hazards.

ii.To ensure that the design, installation and operation of petroleum pipelines & specifications comply with the minimum safety standard in order to avoid accidents or leaks that can affect the petroleum industry and the environment by enforcing the Petroleum Regulations (Transportation by Pipelines) 1985.


  • Ensure that risk-based inspection activities carried out safely.
  • Review and approve the methodology to be adopted by organizations seeking to implement SSI.
  • Assess the ability of the organization in terms of knowledge, health and safety management as practiced before they can be implemented SSI.
  • Conduct inspections and audits SSI eligibility certificate before renewing periodically.
  • Conduct and appoint a competent person for the job SSI

  • Enforce Regulations Occupational Safety and Health (Control of Industrial Major Accident Hazards) Regulations 1996 or CIMAH.
  • Receiving and processing Notification of Industrial Activity (Form JKKP-5) and to identify major hazard installations and there is not a great danger in the country and provide an inventory of the installation.
  • Make an assessment of a report on the activities of the industry or Safety Reports or on-site emergency plan prepared and submitted by the major hazard installations to comply with requirements of  Regulation CIMAH.
  • Make an assessment of the safe operation of the demonstration report is prepared and submitted by the non-major hazard installations in compliance with the requirements of Regulation CIMAH.
  • Check the documents and monitor the delivery status information to the public by the major hazard installations.
  • Publicity and promotional activities to ensure that manufacturers get the latest information on controlling major accident hazards.
  • Planning and developing new strategies to reduce major accident hazards.


  • Enforcement of Regulations (Safety Measures) (Transportation of Petroleum by Pipelines) 1985, MS 830, MS 930 and MS 1204.
  • Review and approval of the design process for reticulation systems & Bulk Storage and Pipelines according to codes and standards recognized by the department.
  • Carry out inspection and verification of tests (Hydrostatic / Pneumatic) system of reticulation & bulk storage and pipeline before permission to operate is issued.
  • An investigation into the complaint or any other dangerous occurrences include accidents involving petroleum installations (bulk storage and pipeline).
  • Review and approval process petroleum equipment installed on the system and pipeline reticulation pipes.
  • Make a review of existing legislation to meet the climate change industry or oil and gas or direction of top management.
  • Prepare guidelines or codes of practice relating to the use, operation and maintenance of the reticulation system installation and bulk storage.
  • Responsible for gathering and analyzing data and monitoring the implementation of the SME Support Compliance Program State.

  • Enforcement of Regulations (Safety Measures) (Transportation of Petroleum by Pipelines) 1985.
  • To plan and carry out enforcement activities on pipeline integrity petroleum.
  • An audit of the owner / operator of a reticulation (bulking) and petroleum pipelines.
  • Plan and implement research activities of the controls (maintenance) pipelines, reticulation systems, LPG, Natural Gas, NGV and other petroleum products.
  • Publicity and promotional activities related to legal compliance da security issues related to bulk storage and petroleum pipelines.
  • An investigation into the complaint or any accident involving petroleum pipeline.
  • Responsible for gathering and analyzing data and monitoring the implementation of the SME Support Compliance Program State.
