Offshore

At this time, DOSH's scope of enforcement encompasses safety, health and welfare of people at work and also to protect others from the dangers rising from occupational activities, and is covered by the following Acts.

  1. Occupational Safety and Health Act 1994 (Act 514);
  2. Petroleum (Safety Measures) Act 1984 (Act 302);
  3. Factories and Machinery Act 1967 (Act 139);
  4. Factories and Machinery (Exemption to Petroliam Nasional Berhad) Order 2013

DOSH carries out inspections and tests on the installation of new pipelines, as well as replacement and repair which encompass the following scope of pipelines:

  1. liquefied petroleum pipelines between production facilities, natural gas processing plants, service stations, terminals (marine) and other delivery and receiving points.
  2. pipelines transporting natural gas from the outlet of separators or traps of oil wells until the outlet of the customer's meter set assembly terminal.

Contractors who are involved in the installation of petroleum pipelines need to be registered with DOSH as gas contractors.

The Factory and Machinery (Exemptions to Petroliam Nasional Berhad) Order 2013 was gazetted on 28th March 2013. In this order, all offshore equipment owned by Petroliam Nasional Berhad is exempted from the application of Section 19 and 36 of the Factories and Machinery Act 1967 (Act 139), and the Factories and Machinery (Notification, Certificate of Fitness and Inspection) Regulations 1970 [P.U.(A) 43/1970]. Until new legislation or decision is made, all machinery (whether imported or locally manufactured), being installed in Malaysia offshore, are exempt from the design approval.

FPSO and FSO are subject to the provisions under OSHA 1994, FMA 1967 or PSMA 1984 when their positions are fixed and they are used only to process or store petroleum or gas.

OSR-MS is stand for Offshore Self Regulation Management System, introduces by Malaysia Petroleum Management (MPM), PETRONAS and agreed by Department of Occupational Safety and Health (DOSH) for managing and sustaining safe operation to the offshore facilities by integrating Asset Integrity and Reliability (AIR) management system and health and safety management system.

OSR MS Objectives:
OSR MS aims to provide a structured system for the PSC/RSC’s operators of all offshore facilities in Malaysia to self manage:

  • The integrity of the equipment (machinery) identified in FMA 1967 in compliance with national statutory requirements;
  • The integrity of other equipment (i.e. not identified in FMA 1967) in adherence to PETRONAS guidelines

OSR MS aims to integrate AIR managing system as well as health, safety & environment (HSE) system so as to achieve AIR and HSE excellence on all offshore facilities.
